Preventing specialized campaigns from disassociating with their restrictions

When you have a campaign with specific targeting, such as a Geo targeting or an age range etc. Steve has to go in and manually add those specific features to the campaign on the backend. Any time that a CS rep then makes any sort of change in the UI (Daily budget, frequency caps, CPM etc) to that campaign, it dissociates itself from its manually added special targeting. The campaign after the change would continue to run and spend, however, it would no longer follow the restrictions that Steve had placed on the backend. Is there any way we could stop this from happening? The alternative is that we have to get Steve to jump in and manually add the restrictions on repeat every time we change a small detail on that campaign (which feels like a waste of Steve's time) or we forget to tell Steve after we make a change and then suddenly our campaign is way off base and not reaching the people it needs to, which ultimately leads to client churn. Again, I don't even know if this is possible to fix, but it would be great to see.
